On Cultivating The Public Welfare Spirit Of The Civil Society Groups

Civil society groups, belongs to the third system that is outside of the government system and the market system--a sub-item of Non-government organizations. It is the most typical of the component department of the third system. Since the reform and opening up, civil social groups have made considerable progress in our country, which is extensively and profoundly changing the way and the level of the public participation in political, economic and social life. These social groups constitute the power of civil operations corresponding with the national macro-control management; meanwhile they play an increasingly important role. Especially in recent years, the highlight of public behavior by social groups sparks a big concern to the public as well as the recognition for its value.In this paper, the connotation of public welfare and spirit of public welfare is as the starting point, by reading relevant literature, combined with the status of the development of civil society groups, from both necessity and possibility to analyze the theory and practical significance of the cultivation of public welfare spirit. Moreover, I send the survey questionnaire of the status of public welfare spirit to eight domestic civil society groups. After that, I conduct a multi-dimensional correlation analysis and simple descriptive analysis to the existing data in order to sum up the present situation of the public welfare spirit and the public service activities; furthermore, I resolve the cause of its existing problems in three aspects of the government, society, and self-development of civil society groups. Finally, on the basis of analysis of the survey, I propose to improve the public welfare spirit for civil society groups, which is primarily to focus on establishing basic principles of cultivating the public welfare spirit and improving the human environment, and to enhance self capacity-building and to find ways and means of smooth fostering so that it can effectively promote the cultivation of the public welfare spirit and promote the development of the spirit and public practice through the integrated implementation of these measures.
