There are 8296 Million handicapped in China,including rural disabled people accounted for 75.04%,according to the latest survey data released by the leading group of the social security sampling survey of the second national handicapped person.Thus it can be seen that there are three-quarters of the disabled live in rural areas in China.Our past long-term "dual structure" system makes the great difference between residents and farmers in obtaining social resources and development opportunities,relative to city dwellers and able-bodied person,the farmers are disadvantaged groups.So,they have the dual vulnerable nature.Thanks to the disabled persons live in rural areas is our country's citizen,whom affect China's social stability as a group of disabled people in a certain extent,so the question of the disabled people live in rural area are attended highly by the government departments and the social circles.In order to maintain the stability of sociaty and to solve the problem of the rural disabled's basic living, the social security system of the rural disabled should be further improved. Social security system is a "safety valve"of maintaining social stability,and it is the key to survival and to develop for the disabled person in rural areas.At present, it has many problems that the rural disabled social security system of our country, So it can't offer better protection for the rural disabled people. So it is necessary to further perfecting our country's rural social security system of the disabled according to our country's basic situation, and the specific needs of rural disabled people.This paper has five parts. It provide data support for some policy recommendations that a large number of documents I read and the survey data of the second national handicapped person sampling for disabled persons I analysed. At the same time, I investigate the disabled social security system and the status of development of the western developed countries,and I put forward the development idea of the social security of the rural disabled people according to China's specific conditions on that base.The first part defines the meaning of the disabled and the social security. This part introduces the definition of the disabled people of international and domestic respectively and tells the thoughts origin and historical evolution of rural disabled social security system. The last of this part introduce the particularity of China's rural disabled,and point out that has double disadvantaged rural disabled relative to the normal person and the urban disabled.The second part discusses the theoretical basis and practical necessity of the rural disabled social security from the Angle of jurisprudence and constitutional jurisprudence and discusses the practical necessity of the social security of the rural disabled people.The third part introduces the achievements and problems in China's rural disabled social security system. The achievements of the disabled in China's rural social security system. It expounds the achievements of the disabled in China's rural social security system. For example, the life of the rural disabled people has improved. With the development of society and the enhancement of economic level, the rural disabled social security has many problems.For example, backward legislation,imperfect social support system, low social insurance coverage rate,low standard of social assistance and so on.The fourth part introduces the situation of social security of disabled in western developed countries and put forward some suggestions of social security system of our country rural disabled people through the comparative study of social security system about the disabled of western developed countries and the rural social reality.
