Research On The Performance Of Local Governments In The New Rural Social Endowment Insurance System

As a kind of social security in China,social basic endowment insurance is an important system established by the state to promote economic development and social progress.According to the different insured groups,it can be divided into basic endowment insurance for urban workers(Social Security)and social endowment insurance for urban and rural residents.Among them,the social endowment insurance for urban and rural residents includes the new rural social endowment insurance(hereinafter referred to as the new rural social endowment insurance)and the urban residents’ endowment insurance.Compared with the urban social endowment insurance,the development of rural social endowment insurance is relatively slow,the main reasons are: first,the coverage is small,there are still many rural areas have not established the pension system;second,the established still has many defects in the operation.It can be seen that the rural social endowment insurance is the weakest but also the most critical link in China’s endowment insurance system.With the increasing number and proportion of rural population aging in China,it is particularly necessary and urgent to improve the rural pension system,which is facing unprecedented challenges.Stability is the fundamental guarantee of reform and development.Therefore,the establishment and improvement of rural endowment insurance system plays an important role in ensuring social stability and promoting harmonious development.At present,our country is in the background of social changes and economic reform.In order to solve the problem of weakening the old-age support which is going from bad to worse with the rapid development of China’s economy,the State Council and relevant governments have successively issued a lot of Guiding Opinions on thoroughly solving the problem of providing for the aged in rural areas,and launched relevant policies to strengthen the foundation and premise of the rural pension reform.China’s rural endowment insurance system emphasizes responsibility sharing.To a certain extent,the current rural pension problem is very prominent.The problems encountered in the implementation of the new rural endowment insurance system are not only caused by some policy deviations or objective factors,but should be regarded as the relevant responsibilities of the local government in the process of building and promoting the rural social endowment insurance system for a long time There are deficiencies and management deficiencies.With the rapid development of social economy in rural areas,the proportion of responsibility of local government in rural endowment insurance is also increasing.Therefore,it is urgent to improve the responsibility system of local government.This paper is divided into five parts to explore the deficiencies of Lishui municipal government in the new rural social endowment insurance system,and gives the relevant optimization opinions and suggestions.The first part is the introduction,which leads to the research reasons,research contents,research methods and research significance of this paper;the second part mainly describes some concepts and related theoretical basis;the third part describes the current situation of Lishui municipal government in Lishui rural endowment insurance;the fourth part analyzes the deficiencies and reasons of Lishui municipal government’s performance in the new rural social security system;the fifth part is the introduction Part of the Lishui municipal government in the performance of the shortcomings of the proposed optimization suggestions,aimed at the hope that the local government to people-oriented,in the future the implementation of the new rural social security system to take on the relevant responsibilities,put the concept into practice,to ensure the smooth implementation of the new rural social security system,so that people’s livelihood can be guaranteed and constantly improve the level of security,and accelerate the construction to become people’s satisfaction To build a harmonious society.
