Although, 1982-1986 rural reform promulgated "five-first document " alleviate the "three rural issues" greatly, but it did not bring a fundamental change of China's weak of agricultural infrastructure, rural development lagging, and the farmer is added receive difficulty. The reason is that Rural problem is not only economic issues, more is system and cultural issues as its theme. However, a lot of the rural elite flow to the developed area and cities. It further exacerbating the poverty of rural culture. In order to the problem has a fundamental change. Promoting talents backflow is key measures. At the same time, with the college enrollment expansion, Employment of College Students are also increasing as prominent problem. As a result, " the Plan of Having One College Student in Every Village" is a timely policy."The Plan of Having One College Student in Every Village" is a good attempt on urban back-feeding rural about backflow of talents. but whether the students who flow to rural areas could play its expected functions is a big problem. That is to say, under the national policy supports, whether Graduates can adapt to rural work, and contribute to the rural, are still unknown. From the perspective of vocational ability of the Graduate-Village-Official, I try to explore the status of Graduate-Village-Official's work and the role at rural. Including:their vocational ability, how the different regions. gender, and different professional factors impact their vocational ability? So the result of this paper can provide some information and advises for the vocational training for different people.This study used the questionnaire and interviews. It used stratified sampling and cluster sampling method to select all Graduate-Village-Official of the Pukou and Gaoyou district for the questionnaire survey. And selected 19 typical Graduate-Village-Official of this two regions as the interviewee by purposive sampling.Graduate-Village-Official's adapt of rural as the background. I research what are their necessary conditions to fulfill job duties, the problems they must be face, and the motivation of the choose this vocation. the conclusion including: Graduate-Village-Official lack of vocational ability; And they have strong sense of demand for professional competence. But the ability's content about specific professional knowledge are blurred. At the same time through text analysis, text have not a assessment of professional competence on the specific content in detail. its examination results can't be a good application for Graduate-Village-Official further enhancing the professional capacity. So the Graduate-Village-Official's vocational ability system should be established imperatively. On the grounds of the policy document's requirements of Graduate-Village-Official, the results of interviews with villagers and village officials, and Graduate-Village-Official's actual work, summed up Graduate-Village-Official's professional competence system, including wealth create capacity, village manage capacity, and cultural advocacy capacity. Then break it down into 18 indicators. And the theoretical model fits with the factor analysis model.Use this system to evaluate Graduate-Village-Official's vocational ability. And the results show that Graduate-Village-Official's village manage capacity, and cultural advocacy capacity performed well, but the wealth create capacity need to improve. And different regions, gender and tenure of office have different vocational ability and show significant difference. In particular, Graduate-Village-Official in south of Jiangsu region will be more inclined to do management orderly, and more confidence in village officials of their village. in North of Jiangsu have higher collective consciousness. the desire to change the basic situation are more urgent. About gender:men's wealth Create capacity outperform women's, while female play more active in managing village and advocacy cultural. In this fact, they have certain advantages over men. New Graduate-Village-Official's vocational ability expectation is higher than old Graduate-Village-Official's vocational ability fact. Their entrepreneurship is weak when they have worked between 1-2years.
