Research Of University-graduate "village-official" Working Long-term Mechanism

China is a large agricultural nation, the development of agriculture, the quality of peasants rise, new rural area construction are driving force of keeping endurance in national economic development. But, rural area of our country develops very slowly. The gap between rural areas and cities becomes more and more wide. The deterioration of political ecology environment in rural areal, human resources in rural areas runs off, the lower the quality of rural cadres and so on become the key problem to develop benign circle of rural. Certainly, the revitalization of rural society and economy ultimately depend on the talented persons. In this context, with the agreement of central government, the central organization and other related ministries decided that to recruit one hundred thousand university graduates to work in rural area within five years, since 2008.The system of university-graduate"village official"is a new phenomenon, there are historical roots. There have many problems of itself. The reasons may be coming from the system itself or the reasons outside the system. Particularly, university students'work as a"village officials"in the law is on the dispute,the management of university-graduate"village official", university student's own shortcomings as a"village official"as well as a series of supports for the system makes the process of"village official"plan meet some obstacles and have some troubles. In order to solve these problems,the need of perfecting university-graduate"village official"system is all important, and the need of researching university-graduate"village official"working long-term mechanism.This article is inspecting and researching university-graduate"village official"working mechanism, and the various problems arising in the process of operation, through participation in the group of empirical research, from the university-graduate"village official"system itself, policy implementation process, and applies the political ecology's method to analyze; summarizes the university-graduate"village official"system's own significance and the existing problems; proposes the university-graduate"village official"institutionalization, takes the ecological road of university-graduate"village official"policy legitimation. To solve these problems need to clear the legal identity of university-graduate"village official", from improve the university-graduate"village official"selection mechanism and perfect the university-graduate"village official"training mechanism, to strengthen the university-graduate"village official"management mechanism, to smooth the exit mechanism for the university-graduate"village official", to display university advantages and dock the university-graduate"village official"scheme, to establish a set of perfect university-graduate"village official"long-term mechanism. Through the analysis of the university-graduate"village official"system existence problems, puts forward some target-oriented solutions, with a view to improve the university-graduate"village official"system and contribute the meager strength, and looking forward to bring certain reference functions on the relevant academic research.
