China in transition is now in the highlight of social conflicts, this is a crisis-prone period. During the continuous crisis with the transition from natural to man-made crises, modern citizens really felt the threat and danger of the crisis, and modern government is facing the heavy pressure and test from the crisis management. Whether it can effectively prevent and resolve the successive crises, not only becomes an important criterion for testing a qualified government, but also becomes an important dimension for testing a stable society. There is no doubt that as a responsible government, preventing and fighting back crises is its bounden duty. However, in the increasing improvement and development of civil society, contemporary citizen should consciously take their due responsibility when facing the challenge of modern crisis. However, now in the increasing improvement and development of civil society, as a contemporary citizen, facing the challenge of the modern crisis, should consciously take its due responsibility.Therefore, this article researches the modern crisis from the perspective of citizen, and further explores the problem of civic responsibility education. According to the current social situation, after analysis challenges of the modern crises, the paper uses citizen's responsibility as the starting point, then attempts through a variety of ways to carry out civic responsibility education. Everybody is responsible for the rise and fall of the country. The education should awake citizens'responsibility sense in response to crisis. Only in this way can a harmonious relationship between citizens and the state be build up.Talking from the general theory of crisis, the first part analyses the content, causes and consequences of crisis. The current social situation in China is primary analyzed:the existence of a series of risk factors on economy, society, culture, and the development of ecology. Specific performance:the risk factors induced by the problem of Wealth Gap, laid-off workers and high-value goods generated during economic development; the risk factors brought about by the political development, including the problem of corruption and the democratization issues; the hidden risk factors of public safety, relocation problems, and employment issues caused by the social development; the risk factors caused by the problems of public morality and culture shock arising from the cultural development; the underlying risk factors on the natural disaster, epidemic disease, nuclear contamination generated during Eco-development. This series of intertwined risk factors, is likely to cause the problems of economic dislocation, political instability, social disorder, cultural imbalances and ecological control, a series of modern crisis are then induced.The second part firstly analyses the objective and subjective reasons of proposing the citizen's responsibility under the challenge of modern crisis, mainly from the modern crises and civic responsibility to explore its own deep-seated reasons. Secondly, the paper explains the basic theory of civic responsibility, including the meaning and directivity of the citizen's responsibility, in the premise of elaborating the civic responsibility points to national, social and ecological, and especially emphases on the specific directivity of the citizen's responsibility under the challenge of modern crisis, that is the specific responsibility of crisis prevention and management. Finally, the positive and negative performances on dealing with the crisis are expounded. On the one hand, facing the "modern crisis", the sense of civic responsibility is gradually awakening. On the other hand, the sense of civic responsibility remains indifferent, insensitive, it is far to get their places of the transformation from consciousness to action. The negative performance of civic responsibility must draw our attention to alert us to actively seek its solution.On the basis of analyzing the significance of the citizen's responsibility education, the third part proposes the principles of responsibility education and the education purpose to cultivate citizen with spirit and capacity of responsibility. Then the paper focuses on exploring the specific route and means of responsibility education including the school's civic education courses and practical activities inside and outside school, mass media's initiatives in public opinion and supervision, government's self-monitoring and oversight functions, families and businessmen's support measures for fostering civic responsibility. Through the analysis to a variety of educational environments and the specific education method, is attempting to explore the effective route of the responsibility education and cultivate active citizens with a strong sense of responsibility. Thereby they can help the government to take an effectively crisis management, and deal with challenges of the modern crisis together.
