Study On Governance Of "Inharmonious Community" And Balanced Configuration Of Public Resources

Construction and development of the community, is a necessary requirement to strengthen the grass-roots social management and progress social construction. In recent years, the 17th National Congress of the communist party,the Third,Fourth and the Fifth Plenum of the 17th Central Committee of the Communist Party have made an important deployment requirements for the construction of urban and rural communities; The Government Work Report of 2011 year have point out "The more the economy develops, the more attention we need to pay to strengthening social development and ensuring and improving people's wellbeing". However, in the moving forward constantly process of community construction, which has been to face some difficulties and problems. Therefore, at the empirical research base of "that wide ken, is sure enter fore a short view", this thesis combines the methods of literature, social surveys and statistical analysis, studies on Hubei province "inharmonious community", and analyzes the shortage of public resource,the status of divergence and unbalance in the development of "inharmonious community",to discuss the constraint factors on "inharmonious community" which need to have a comprehensive and coordinated development in the a balanced development of the social context. The important anatomy is the system reasons for causing the shortage of public recourse in community. And by the view of allocation of public resources, we find out how to build an equal and proportionate allocation system of public resources, and solve the problems and difficulty of "inharmonious community".This thesis is divided into six parts.The first part is an introduction, which describe the main research on the the origin of topic and significance, current status, research ideas and methods, basic concepts.In the second part, it generalizes the summary of the "inharmonious community", the basic situation of "inharmonious community", the shortage of public resources in "inharmonious community", the social impact caused by "inharmonious community" and so on.The third part of this thesis analyzes some relevant factors of "inharmonious community", in the view of the system of the balanced allocation of public resources. Specifically, the factors contain the urban grass-roots social management system inertia, the constraints of "the urban-rural dual structure", the imbalance of the public finance system, a lack of talent with a selection mechanism, the differences local resource endowment.The fourth part discusses the development strategies of "inharmonious community", the solution to construct the balance allocation of community public resources system, by combing with the development of community building and actual situation, and proposed four governance measures for "inharmonious community":the first is deepening the reform government to construct a reasonable mechanism for public service delivery; the second is to establish a balanced financial investment mechanism to protect the investment of public resources; the third is to build a community resource integration and mechanisms of "up and down through, horizontal collaboration"; the fourth is to construct a tripartite coordination about government, market and social.The fifth part is a conclusion:first, the shortage of community public service is the essence of "inharmonious community"; second, construction of balanced allocating system of public resources is an important way for promoting social equality and justice; third, it has an important significance of speeding up construction of the public service system and public resource allocation.
