With the establishment and development of socialism market economy, China is changing from a traditional society to a modern one. City communities, as cells of city economy, play an important role in the stable development of city economy. The fundamental of city community development is the development of its economy. City community economy provides economical supports for community development; offer numerous job opportunities for citizens; continuously meet people's physical and cultural demand in the community; enhance the quality of life and comprehensive diathesis of people in the community; therefore, accelerate the stableness, flourish and development of society, promote the great career of a complete developed society.City community economy, as a form of rising economy with infinitude potential power, is the outcome of human's development and a symbol of human civilization. Characteristics of city community economy include opening, modernization and sociality. Issues of community economy can not be discussed with closed or immobile opinions. Currently, the internal essence and development rules of community economy have not been well discovered. The paper tries to find out certain effective ways of developing city community economy with some attempt research.This paper, from different points of view, discussed the definition of city community economy, classification and integration of community economy resources, municipal governments' management and the industrialization of community economy. A game model of managing bad service versus repeated investment in communities is set up in the paper. The model is also be analyzed and applied. Conclusion reached of this paper is that industrialization is the effective way of community economy development.
