Along with the development of information technology of the Chinese government and the continuous deepening of E-Government, China's orientation on government information and the building of an E-Government has made a good start. At the same time, the ever changing situation of information environment has brought about several problems such as "information pollution", "information explosion", "digital division", "information islands" and others which have led to the destruction of the E-Government's balanced eco-system. Based on the comprehensive reviews of ecological system of E-Government both locally and internationally and with the current situation, the basic concepts of ecological systems, ecology, science and information from the system theory, the combination of theories with practices of E-Government, inner content of E-Government ecosystem, structural and objective analysis of the current situation, and based on this study itself, this article is trying to propose a more balanced strategy of the corresponding E-Government ecosystem in order to promote a more harmonious and efficient development.Below are the six main parts of the paper:Chapter 1:Introduction-This chapter mainly states a brief overview of the background and significance of this paper and also reviews both the domestic and international status of ecological research on e-government. It finally determines the research paper's main ideas and research methods.Chapter 2:Basic Theory Analysis-This chapter covers basic theories of the research including ecological systems theory, information ecological theory and E-Government theory. Looking into the content of E-Government ecosystem itself, the three main theories are closely linked and related to each other that also constitutes the content of this study, the research process and findings of the theoretical basis.Chapter 3:E-Government Ecosystem Analysis-First of all, this chapter defines the content of e-government system and analyzes the special characteristics of the system. Second, it focuses on the analysis of E-Government ecosystem's component factors. Lastly, this chapter analyzes the equilibrium mechanism of the E-Government ecosystem from three aspects:mechanism realization, maintenance and restoration.Chapter 4:E-Government Ecosystem Imbalance Outcome and Causes-First, this chapter analyzes the outcome of an imbalance E-Government cross-ecological system and the results are namely as follows:the system loses its integrated development as a whole; system's information circulation obstruction; system's energy transmission and reception imbalance. Second, it explores the root causes of the system imbalance. There are four aspects:the system head operators lack professional programs and scientific consciousness; the traditional administrative management setup which causes hindrances; lack of qualified personnel and information safety problems of the system.Chapter 5:E-Government Ecosystem Balancing Strategy-This chapter mentions the goal and content of the balancing strategy. The strategy is brought forward by the principal subjects and environment of the E-government ecosystem.Chapter 6:Conclusion and Outlook-This chapter summarizes the paper's research conclusion and points out major innovations. It also proposes future research ideas to bring about further explorations based on the earlier findings.
