Research On Responsible Government Constructing In China Based On Government Information Disclosure

Constructing responsible government under the situation of government information disclosure is the trend and goal orientation of government's current reform. Responsible government construction under the disclosure of government information can not only improve the government's efficiency but increase the transparency of government work, make the government's decision-making for social service more scientific, more effective and more democracy, and the most important is realizing the change of government's govern way, so the government can provide basic guaranteed public products and good public service for economic and social harmonious development as to establish a more responsible, more efficient and higher service quality responsible government. Therefore, how to construct the responsible government, especially in the conditions of existing government information disclosure and the government's continuously improved transparency, has the extremely vital significance to the study of responsible government construction. Basted on the analysis of existing literature, this paper made a certain discussed and studied on the form and build of responsible government. The main content is as follows:At the first, this paper discussed relevant theory of responsible government, made comparison and analysis on responsible government construction situation of existing governments based on information disclosure, extracted the construction characteristics of different responsible government, put forward the enlightenment for the construction of responsible government in China. Then, using the SWOT analysis method, the paper analysis the construction of the publicity of responsible government under information disclosure in China, finding the strengths, weaknesses, opportunities and challenges. At last, it constructed a responsible government under information disclosure from three aspects of constructing targets, structure model and constructing strategy. In constructing process, it emphasized the information responsibility's effect to boost government's political and administrative responsibility construction, promote social responsibility construction and realize responsibility government construction. And by using the case of responsible government construction in Shenzhen, this paper practically analyses the model of responsible government under information disclosure and verified its accuracy, which provided a reference standard for our government's function reshape and responsibility define.
