As part of system, authority information opening requests transparence of government operation under supervision of responsible government, in order to service society and intendance of government operation. Therefore, it will put pressure on power usage of government to response, satisfy and realize the reasonable request from the people.In paper, from a view of study on authority information opening system, the author emphasizes on exploring a system of authority information opening with background of the responsible government construction by using the methods of current practices and comparison paper research. First, through fundamental valuable analysis on authority information opening on responsible government construction, the information opening is pointed out to be base on responsible government construction. Second, through analysis on existing system and practices of authority information opening on A city, Some problems, limitations on existing system, and some root causes on the problems and limitation on A city have been pointed out. Third, by briefly study on situation of authority information opening in U.S. and Japan, some inspiration from the analysis would be help for us on responsible government construction. At last, the author delivers some methods on tamping the base of responsible government construction from two directions of strengthening information opening to drive responsible government construction and consummating system establishment to push information opening.
