The Evaluation Of Information Disclosure By Government Microblog From The Perspective Of Responsible Government

Information disclosure is an important means to build a responsible and transparent government.It is of great significance for shaping the government's efficient and clean image,safeguarding citizens'right to know,and creating a democratic political atmosphere.Government microblog is an important platform of releasing the government's information in the new era and it plays an important role in publishing information apparently.The effect of information disclosure of government microblog is related to the quality of citizens' access to information and the image of the government and it also reflects the government's responsibility to a certain extent.However,practice shows that the current information disclosure government microblog has not received enough attention:the government departments only use it as a"dispensable" information disclosure channel and the academic community lacks relevant research on the public evaluation of government microblog.This has caused the"disorder"of the government microblog.Therefore,the information disclosure's evaluation of government microblog has become an urgent problem in the process of government information disclosure.Based on the theory of responsible government,this thesis constructs the information disclosure's index system of government microblog from the responsiveness,responsibility and transparency of the responsible government theory.This thesis uses the analytic hierarchy process to determine the weight of the indicator system and takes the government microblog of ten provincial capital cities as the assessment object.Then,two researchers conduct a comprehensive evaluation of ten government microblogs based on the scoring criteria and collected data to explore the problems existing in the information disclosure of government microblog.The main content of this thesis is divided into the following aspects.The first part introduces the research background and significance of this paper,summarizes the evaluation index system,evaluation method and research status of the evaluation subject at home and abroad,and explains the research content and possible innovation of this paper.The second part elaborates on the concepts related to government information disclosure and governments' microblog,and clarifies the connotation of responsible government and its inherent integration with information disclosure and information disclosure evaluation.The third part uses the expert survey method and the analytic hierarchy process to determine the evaluation system and the weight of indicators,and test the reliability and validity of the expert questionnaire.The fourth part assesses the status quo of information disclosure of ten government microblogs.The fifth part summarizes the problems of information disclosure,and proposes solutions.The study found that 80%of government microblogs did not meet the"pass" criterna:among the four evaluation dimensions of interactive communication,comprehensive influence,information quality and micro-blog management and operation,government microblog is better in interactive communication and comprehensive influence-the attention number to relevant organizations and public microblogs is high,and 30%of government microblogs have more than 6 mllion fans,and an average of 20 microblog posts per day.In terms of information quality and Microblog management operations,the government did not respond to public comments in time,and there was no perfectsupervision and safeguard mechanism for information disclosure;In the same statistical cycle,government information accounts for about 10%,convenience information,news information,knowledge and common sense information accounts for about 90%.Government micro-blog has not played a good role in information disclosure.The innovation of this research is the content and method.In the content,the theory of responsible government is applied to the public evaluation of government microblog information so as to construct the information disclosure evaluation index system;in the method,the Delphi method and the analytic hierarchy process are used to construct the systematic and comprehensive information disclosure evaluation index system by government microblog with stronger applicability.
