In now day, corruptions is showing these features:the incidence of corruption crime, the level of officials and the amount involved in the crime are increasing. Such as Cheng Weigao, Chen Liangyu, Zhang Jingli, Zhang jiameng, Liu zuozhi and many other senior officials have arrested. These people are country elites before they are put in jail, they sacked not only means the end of their personal political career, but also turned the nation's hope to cultivate them into disappointment. In order to avoid the country's interests been infringed, but also to avoid corruption of the national elites, what we need to think about is:if we can find a effectively legal system to prevent corruption and punish corruption. Summarizes the gains and losses of our country's system, learn the foreign experience, known as the "sunshine laws" of the property declaration system may be the key we are looking for.In this paper, we are mainly talk about the following subjects:property declaration of public officials, civil servants' property declaration, property declaration of leading civil servants. It is seemed that the concept between Public officials, civil servants, leadership are not quite clear. Second, the problems of the property declaration system, mainly analyzed six areas; Third, analyze of the reasons of the defection in our property declaration system, and try to find some resolve methods through subjective aspect.The fourth part is about the importation of leading civil service property declaration system, including is divided three areas. First, change people subjective to create a good atmosphere. Second, considering the authority of the law, legislation is seriously needed; Third,mainly discuss the importance of declaration in the whole system. Fourth, discuss the supporting systems:such as real-name system, cash transactions control system, estate registration system, civic credit management, data electronic management and review system.
