| Since the Eighteenth National Congress of CPC,the new generation of Chinese leadership firmly sticks to the anti-corruption policy all the time and strongly advocates rule of law when propelling anti-corruption process.When it comes to systematic anti-corruption,property publicity institution of Chinese civil servants in leading position undoubtedly turns into a sharp weapon against corruption.This thesis will mainly discuss and study the property publicity system of Chinese leading civil servants in the following four parts:In the first part,the concept of property publicity system of Chinese civil servants in leading position will be defined,and three theoretical bases of this system,i.e.public selection,power restriction and administrative openness will be explained,and finally the value of this system will be discussed about.The second part mainly discusses the property publicity system of Chinese leading civil servants.Firstly,the article analyses the shortcomings of the system based on the development process of the system.Then,comparing the current rules and discussing the problems engendered in the implementation of system in depth.Finally,Taking the question as the breakthrough point to find the reason and lay the foundation for improving the system.The third part studies from the perspective of comparative research,focusing on the property publicity system of both American and Korean civil servants,expounding the creation background and specific contents of this system,further pointing out the inspiration and enlightenment foreign systems provide for the development of property publicity system of Chinese civil servants in leading position.Based on the existing problems in property publicity system of Chinese civil servants in leading position,and some lessons learned from other countries' experience,the fourth part puts forward relative measures and plans to improve and regulate the property publicity system of our country's leading civil servants. |
