The Study On The Existing Issues And Countermeasures Of Constructing Learning Party Organizations In Colleges And Universities

The "Decision" passed through in the Fourth Plenum of the 16th CPC Central Committee put forward the aim of party organization construction is"to strive to construct a learning party"for the first time, and then the Fourth Plenum of the 17th CPC Central Committee set it as"a significant and urging strategic task"and took construction of learning party organizations as the foothold of the learning party construction. From then on, the construction of learning party has achieved the turning from theory to practice.Colleges and universities is the source to spread and to innovate the advanced culture and the front to cultivate constructors and successors of socialism. To construct learning party organizations in colleges and universities is not only an essential part of constructing learning party organizations but also the pressing need of intrinsic development in face of the dramatically changing situation.The party organizations in colleges and universities act as the concepts direction and the political support for the higher education in China. With the development of the times, the content and form of Chinese higher education is undergoing a profound change, which poses a higher demand for the party organizations in colleges and a key project of constructing a learning party organization. Constructing learning party organizations in colleges plays an important role in enhancing the construction of a learning party, the development of education and the all-round cultivation of party members. However, many learning perspectives, approaches and systems in colleges can not adapt to the requirement of reform and development and actually become an obstacle to the construction of learning party organization.The thesis, from the three aspects---- the connotation, the significance and the principles of constructing learning party organizations in colleges, systematically explores the basic contents of the construction of learning party organization in colleges and universities, analyzes problems and the causes, and correspondingly proposes the countermeasures of constructing learning party. Through the study, the thesis intends that the colleges will make innovation as the impulsion, enhance their awareness of serving the national strategies and economical development and actively promote research and innovation so as to serve to the society better.The outline of the thesis is as follows:I. The theoretical analysis of the construction of learning party organization in colleges and universitiesFirst, the thesis explores the academic understanding of its connotation and the general demand for constructing learning organizations.Second, the thesis puts forward the significance of constructing learning organizations in colleges and universities: to construct learning party organizations in colleges and universities is an essential part of constructing learning party organizations; it is an important act to adapt to the reform and development of higher education; it is the intrinsic need to enhance the all-round cultivation of party members in colleges.Third, the weight is given to the principles which should be adhere to in constructing the learning party organization in colleges----acting based on learning, learning in order to apply it to practice, practicing and innovating, and being persistent.II. The analysis of presenting problems and causes in constructing learning party organizations in collegesFirstly, the presenting problems are analyzed: the organizational construction being formalized; the learning process being divorced from practice; the guarantee system being imperfect.Secondly, the causes of the presenting problems are systematically combed as follows: The lack of unity in ideology of the organization and leadership in colleges results in the formalization of the learning party organizational construction; the administration of organization and leadership in colleges brings about the backwardness of learning system; the weakening of organization and leadership system in colleges leads to the absence of guarantee system of learning party organization in colleges.III. The major countermeasures of constructing learning party organization in collegesIn this part, based on the basic content of constructing learning party organizations in colleges, combining the theoretical research findings of the learning organization, the author puts forward the countermeasures of constructing learning party organizations in colleges, which includes: to advocate advanced learning notions, to change learning attitudes, to perfect the organizational system, to implement the learning system centered on party committee, to improve the assessing system, to transform the assessing mode, to improve system guarantee, the innovate learning approaches, etc. Only in this way can the colleges and universities view learning as the source of innovation, strengthen the awareness of serving the strategically. Only in this way can the colleges and universities enhance their awareness of serving the national strategies and economical development. Only in this way can the colleges and universities actively promote research and innovation. Only in this way can the colleges and universities serve to the society better.
