| The third plenary session of the 18 th CPC central committee called for the modernization of the country’s governance system and capacity.The 19 th CPC national congress put forward the strategy of revitalizing the countryside.Rural areas are at the most b asic level in the national governance system,and they are also the most difficult to govern.The quality of rural governance plays a key role in the overall situation of national governance.Rural governance is not only related with the development of rural society,but also deciding the ruling foundation of the party in rural areas.Since the implementation of reform and opening up in 1978,great changes have taken place in the rural areas.Economically,rural areas established the family contract responsibility system,and the land are contracted to every household;With the development of time,in recent years,some economically developed areas in China have explored and implemented land transfer,intensive management and improved agricultural output.Po litically,the system of grassroots autonomy has been established in rural areas.In the field of social and public services,a series of preferential measures were adopted in rural areas.Farmers have benefited a lot from such measures as the new rural cooperative medical care system,the introduction of traditional Chinese opera and movies to the countryside.However,we should also pay attention to some shortcomings despite our achievements in recent years.At present,the public goods and services provi ded by government departments at all levels cannot fully meet the needs of farmers,and the grassroots political power cannot effectively solve this problem.The diversification of rural social interests and governance provides a possibility to solve the current problems.In such a context,the participation of rural non-governmental organizations in rural governance can help alleviate the current rural governance dilemma and become an important starting point for rural governance.This paper interpreted the concept of rural governance and rural folk organization in depth;and it also analyzed and studied the marxist classical writers,Chinese communists and foreign scholars governance theory carefully and took them as theory basis for the rural non-governmental organizations participate in rural governance.Secondly,it analyzed the role of rural non-governmental organizations in rural governance,the experience and inspiration that the advanced rural non-governmental organizations in rural governance brought to us.Then it comprehensively analyzed the predicament of rural non-governmental organizations in rural governance.This paper analyzed the following aspects: unsound laws and regulations on rural non-governmental organizations;serious invisible intervention of government departments;insufficient support;indifferent attitude of rural society towards rural non-governmental organizations,which make it difficult to carry out their work;and the resource dilemma of rural non-governmental organizations themselves.Finally,based on the current situation of rural development in China,this paper put forward countermeasures and suggestions to improve the participation of rural non-governmental organizations in rural governance.It provides some countermeasures and suggestions in the aspects of perfecting the legal construction of rural folk organizations,strengthening the support and supervision of rural folk organizations,creating the social environment for the development of rural folk organizations,and strengthening the self-capacity construction of rural folk organizations,which make a modest contribution to the governance of rural areas in China. |
