PPM Standard In International Trade And Countermeasure Of China

PPM standard is a kind of environmental standard concerning to the producing process and methods. PPM standard varies from country to country for the difference of levels of economic development and social development. That leads to the dispute in international trade. And the dispute is actually the miniature of environment protection and free trade. Developed and developing countries have different concerns on environmental issues. As a developing country, China is suffering because the lower PPM standard in international trade. This paper is formed by three parts:The first part is about the definition, classification, provisions in WTO and MEA, also the conflict of the provisions. It's about the background , the social and economical background, also the law background. Free trade and environment protection have mutual affection, both the good and bad affection.The second part introduces two typical cases: the Tuna dolphin case and the shrimp turtle case. The two cases are close to the PPM standard, especially the NPR-PPM. It also analyzes the reasons behind that why the developing and developed countries have such difference at the PPM standard. Developed countries are more concerned about competitiveness of domestic industries, while developing countries pay more attention to products market access in international trade. They are also different in focus on environmental issues.The third part introduces the status of PPM standard in China and suggests the measures we should take. We should actively participate in international conventions and standards, refuse the NPR-PPM bringing into the WTO system, we should improve the clean production system, encourage enterprises to adopt a voluntary eco-labeling PPM.
