A Research On The Social Assistance To Rural Poverty Group From The Perspective Of Urban And Rural Areas

With the full transformation of China's economy and society, especially our party and country putting a new premium on agriculture, rural area and the farmers, the social economy in rural area has got great development and many rural residents have successfully achieved their dream of making a fortune. However, the existence of a large population under the poverty line, who as a group are in economically in extreme poverty at a low scientific and educational level, have comparatively less opportunities for advancement with competitive disadvantages, and fail to change such a situation themselves, has become a serious social problem. How to ensure the legitimate rights and interests of the rural poor community, and gradually make them get rid of the disadvantage, directly relates to the coordinated development of the urban and rural areas, the building of a harmonious socialist society and socialist essence of common wealthy embodiment.Early thousands of years ago, social assistance as the core content of social security practice appeared our country. After the founding of new China, social relief system of modern social security system including the social assistance to poor community, gradually get established and sound, and become a part of socialist system. However, the undisputable fact is that in the past a quite long period of the implementation of social assistance to the impoverished are mainly conducted in urban area, without fully taking the rural needs into account; what's more, the established social assistance system didn't really consider the coordination of urban and rural development. So, from the perspective of urban-rural development, an in-depth study of China's present social assistance to rural poverty remains highly relevant.This paper sets up a purpose of putting forward the whole social assistance system with specific pattern choices through profound analysis of social assistance to the rural and urban poor groups. Surrounding the research target, this paper is divided into five parts, discussing the background and meaning of the research, related theory on social assistance to poverty, the general situation and necessity of social relief in rural poverty group, the problems existed in current rural poverty group social relief and its reasons, other developed capitalist countries'and developing countries'practice and experience in social aid, and the consideration of pushing social relief in rural poverty group forward.
