The continuous development and innovation of our social assistance work, the continuous improvement of social assistance system and the continuous enhancement of social assistance function have effectively secured the basic living standard of the poverty since reform and open up. And that also has played an important and non-substitute role on solving social problems and contradiction, promoting social fair, maintenance social stability and constructing social harmony and so on. But in rural areas, there are still a lot of poverty people and poverty problems. In spite of Shanghai is one of the developed areas in economy and society in China, and it is also one of the firstly areas which carried out the system of"rural lowest secure basic living standard"in the whole country. There are still poverty problems and social assistance problems in rural area. And all the problems can not match the rapidly development of economy. According to the conception of social assistance, social fair and social assistance principle, the paper generally analyses the development of Shanghai suburb district rural social assistance and the present situation social assistance work. And by taking Shanghai Songjiang District on as an example, it expounds the main problem of the rural social assistance system construction in the present period of economic structure adjustment and rural society changes in Shanghai. For example, the system of"rural lowest secure basic living standard"is not perfect, some concerning government department does not realize the social assistance work completely, there is not necessary social supervisor of social assistance work, it is hard to investigate and verify during the assistance and the law foundation is very weak, and so on. The paper also analyses the reasons from the aspects of social backgrounds, rural changes, legal construction and morality construction. And according to the reality of Shanghai, it raises some countermeasures and suggestions of enhancing the rural social assistance. The ideas concern the areas of changing social assistance concept, perfecting social assistance system, promoting rural employment, relieving poverty construction, advancing social mutual aid and amplifying legal security.
