Research On The Public's Full Participation In Government Performance Management

Performance management as a kind of important management theory and tool has been widely popularized and applied in the government management field in the world, since it is introduced from enterprise into the government. As far as we know, the ultimate goal of government performance management is a reasonable allocation of social resources so as to realize the maximization of public interest. So, how does the public participate in government performance management, more accurately, how to participate in each process of government performance management activities is our core value and focus.At present, our government has made some achievements on this topic, the new decision view of public participation and activities about evaluation of government performance by the public, which called "million mass appraisal of government" in local governments both have become the beneficial practice for public participation in government performance management process. But not least, the public participation in government performance management has certain problem in every link, including government performance target is unable to confirm public demand, there is absence of public surveillance in the performance implementation process, as the most important assessment main body, the public play a little role in the evaluation process and public opinions have been always ignored at the last stage. Through deeply study, we find that there are many complicated reasons causing these problems above, such as lack of motivation, unsound information open system, imperfect government performance evaluation system the lack of government response mechanisms.According to these factors, the paper holds some ideas that we need to take several steps to realize the public participation in the government performance management process. Firstly, we need to definite the character for the public at every stage, the public should be namely as decision makers of government performance goals and index system, supervisors in government performance implementation process, assessment main body of the performance evaluation, independent stalker for government performance results. Secondly, we need to grasp perfectly the extent of the public participation. Finally, we come up some suggestions and advices about the improvement of the public participation in our government performance management process. We need to change the concept of public participation in government consciousness, promote public participation ability and broaden public demand expression ways, the government should open government affairs, establish scientific performance information system, the government also need to clarify public the position of assessment main body, broaden multiple channels and methods for public performance evaluation and the government should public performance results, focus on results reaction, establish performance appeal mechanism so as to promote government performance improvement.
