As the continuing innovation of government performance evaluation forms and further development of civil society, the third-party evaluations of government performance which the civil society have the dominant position appears more and more in our country. The rise and development of third-party evaluations is very important to the innovation of the current administrative system in China, and also to building service-oriented government. Third-party evaluation has just started in China. Although it plays a certain role in practice, the environment of third party evaluation is still not mature enough; third-party evaluation itself also has a lot of problems, which impede its breakthrough development. Therefore, it is very urgent to have a study on the theory and practice of third-party evaluation, especially on its organization pattern.This paper argues that third-party evaluation of citizen participation can be seen as an effective form of local governance. So we do analysis and study on third-party evaluation from this new perspective. First of all, this paper makes a review of the theory and practice of third-party evaluation. Then it lays the theoretical basis of this writing by analysis the governance characteristics of third-party evaluation. Next, this paper analyzes the organization pattern of third-party evaluation in China and abroad. It identifies the problems of China, and then finds the measures to optimize third-party evaluation from the perspective of government and civil society.After analysis, this paper argues that the government should first deal with third-party evaluation rightly, followed by speeding up the institutionalization of evaluation, including the construction of legal system and support mechanisms. Civil society efforts include civic increasing participation awareness, third-party agencies improving its professional standards. Practice is constantly changing and developing, so further follow-up study is necessary.
