On Research Of The Citizens To Participate Effectively In The Government Performance Management

The Government Performance Management which is taken as a management conception and method of government reformation and innovation, has been one of the important means to promote the government governance system and the governance ability of modernization. Citizens are the beneficiary of government management, and they are also the key reason which makes the GPM work well. However, citizen participation in GPM is not quite valid as the limitation of ability, motivation, formats and institutional guarantee of valid participation. It appeals to be very urgent for leveling up the GPM and innovative of administrative management pattern by enhancing the research and innovation of raising the validity of public participation in GPM.As one of the city carrying out GPM in China, Hangzhou has accumulated experience of citizen participation in GPM, but also encountered problems and challenges. This study is based on related concepts and basic theory of citizen participation in GPM in current academic circles. On the basis of the present situation of our country's citizen participation in GPM, this study explores the influence on the restrictive factors of citizen participation by comprehensively analyzing the Hangzhou citizen participation in GPM, from the aspects of the status and weight of citizen participation, the subjective choice of citizen participation, the forms and contents of citizen participation and the institutional mechanisms of citizen participation in GPM. The study has shown that weak consciousness of government performance and low degree of citizen participation caused by the restrict conditions like ‘political impulse' and traditional bound; Lack of institutional guarantee causes departments attaching great importance to the result but ignoring the process, cognitive difference of citizen participation and asymmetry performance information; Weak scientific technology restricts the performance level of citizen participation. Consequently, offering some valuable suggestions from the aspects of the consciousness transition, participation system improvement and technical optimization to enhance the scientificity, rationality and credibility of GPM.
