The types of public emergencies have become more and more diverse, and the causes of them have become more and more complicated. It's not enough for the government to manage them just by itself. It is very necessary for our government to collaborate with the societal forces and build a emergency response mode which is collaborated with the whole society power. But there are still so much problems in this collaboration. Canada government have set a very good sample in this area and built up an very effective emergency response system to cooperate with the societal forces. Its successful method and experience can surely give references to our government. The research of this article is based on it.The article is constructed by five sections:In the first section, I introduced the problem and the frame of this research. In the second section, "public choice theory", "governance theory" and "Social capital theory" have been used to explain the necessary of the cooperation between the government and the societal forces in emergency management. The overall situation of the emergency response system of Canada have been described in the third part. In the fourth part I analyzed the situation and the features of the cooperation between the government and the societal forces in emergency management of Canada by an example. Finally, I analyzed the problems in this area of our country. And some specific suggestions about how to promote the cooperation between the government and the societal forces in emergency management for our country have been described.
