The government how to take appropriate price regulation measures under emergency states in which market failure and price fluctuations greatly affected people's lives is studied in this paper in order to make the abnormal price and market order quickly recover.First, based on briefly reviews of the relevant theory, this paper analysis the mechanism of emergency events How affected market and the need for government price regulation. Reach this conclusion that would emergency events make relevant market short-term market monopoly, aggravate asymmetric information and external, lead to market failure causing price volatility and market order disorder. Governments need to perform functions to take emergency price regulation to stabilize price, recover market order and remain the relevant commodity prices stable.Secondly, on the basis of overview of domestic emergency management and price regulation policies and study on large number of relevant statistical, this paper analysis some case of emergency price regulation in Guangdong and focus on existing domestic price management system with their deficiencies.Last, in order to implement the strategic choice suggested that several regime such as system of emergency price regulation,, the linkage regime of price early monitoring and warning system, the correcting system of legal mandate, the system of information disclosure and uniform punish Standard, the system of assessment and so on should be improved.
