A Study Of The Management Of Village Of Difficulty Under The Background Of Foreign Resources

China is an agricultural country with 2/3 rural population, to solve the problem of rural area is to ensure national food needs. In China, if the majority of the rural population is not stable, the whole country will not stable. Without the rural stability, the whole social stability is just castles in the air. The effective resolution to the problems of agriculture, countryside and farmers are directly related to the peace and order of the country and social stability. Only by speeding up development of countryside, increasing the farmers' income, ensuring that farmers fully enjoy democratic rights and guaranteeing the farmers live and work, can the state's stability have reliable guarantee.In the in transition rural area, its social relations, management system, interests go through profound changes. Land transference should ensure full specified amount pays and expropriation compensation, which will gradually be used for improving rural infrastructure construction and increasing the proportion of agricultural land development. With the development of our national economy, our country industrialization, urbanization level is also constantly improving. Under the impact of the external forces and the influence of national policy, huge changes take place in rural areas. These changes affect rural development. When these relationships get into various contradictions, the so-called "aporia village" emerges. Solving "aporia village" is to meet the needs of improving and perfecting public democratic management system, to implement the scientific development concept, to safeguard fundamental interests of farmers, to benefit "aporia village" mass needs, to push smoothly rural reform development, to accelerate the pace of construction new countryside, to promote the construction of rural grassroots cadres and masses, to close the relationship between the party and the people, and to maintain stable rural area.Since 2009, China has conducted "aporia village" special management program. But for "aporia village" research is still in the stage of exploration, and "aporia village" related articles usually in the form of newspapers, or articles to explain the central document spirit and pure elaboration of "aporia village" governance progress. The article systematically studying "really difficult villages" is not much. This paper selects a small area, namely, a village in xuchang propulsion area, sets external resources under the impact of the village problem as case villages survey and studies on the impact of the external resources under the governance of "village" difficulties as a main body of research, through the questionnaire and interview, analyses the current "aporia village" existing problems and treatment scheme.
