The Orientation Of Economic Functions To County-level Governments Under The Construction Of Service Government

The County-level Government is primary organizations in China's government system, and the effective implementations of which are the basis and premise to operations of political system. Influenced by the highlights of developing economy, the functions of economy of the county-level government play important parts in the functional system. At present, there are many problems in the economic functions orientation. The economic development problems in new situations can not be resolved by the ways of the market economy, the government economic sectors are not clear, the responsibilities they should take is inefficiency, the sustentation to the supply of public goods is not enough, the leading comrades haven't emancipated their mind and the way they manage economy is old-fashioned, etc. These problems have influenced the development of county-region economy.China is in the period of economic transformation, which has taken many pressures to the implementations of government functions. Above all, how to better develop the economy needs new and higher demands on executing the government functions. Second, the industrialization and de-industrialization have brought new problems. Third, in order to adapt to the times development, the governments have to improve and perfect themselves. Last, citizens ask the government to provide better public service. Thus, the building of service government has become a trend in the new era. How to hit the target is necessary and urgent to the government. To the problem of how to develop the economic functions of the county-level government is directly related to the county-region economy, the modernization strategy, China's economic development, the relationships between the communist party of China and the people, and the stabilization of the state's regime.This thesis has positively explored how to scientifically and reasonably define what the county-level government functions are in the process of government system reform. It consists of four main parts. Part one is the background of the thesis title selection, which has found a feasible approach via analyzing domestic research situations. Part two has defined some concepts, which has provided a theoretical basis for further research. Part three is a case study to the implementations of the government economic functions of some county in China's middle area in the background of economic transformation and service-oriented government constructions. By further study, it analyzes the differences between the realistic implementations and theoretical requirements of the economic functions, which is a support for the author to put forward his own perspectives. Part four is the conclusion. The author puts forward his own ideas and suggestions, indicating the principles the county-level government should take to implement its economic functions and how to preferably implement the functions to boost the economic development in the background of service government constructions.
