the recognition from people; at the aspect of service providing, government should integrate the online service reasonably according to the need of people; at the aspect of citizen-government communication, new channel should be updated; at the aspect of talents, the construction of professional team should always be reinforced, and the training mechanism should be completed; at the same time make corporation with the third party and bring the market mechanism to the county level government portal website construction.In the context of government transformation of the traditional social governance to public service provider; with the development of modern information technology and communication, E-government, as one of the most important managerial innovations of government, has already become the most significant platform for government to provide public service. Government portal website, as the most direct achievement of E-government, is not only the gateway of e-government, but also the platform for government to know social opinion and feelings, as well as solve people’s confusion and question.From the perspective of government portal website service taker, and get government portal website at county level government as the research object, this thesis trying to figure out the current situation of government portal website at county level as well as the problem exists. Though stratified sampling,76 samples of government portal website was being quantitative analyzed and longstitutional observed during the research, for the purpose of finding the actual situation and problem of government portal website at county level, and emphasis on the shortcoming of public service providing. Then the indicator system of the factor that influence the county level government portal website service satisfaction was designed on the basis the SEVRQUAL scale and the evaluation index of Chinese government official website which is created by Chine Software Test Centre. The demographic variables and satisfaction, as well as the influential factors of satisfaction itself was researched by sending questionnaire, for seeking the effective ways to improve the public service;evel which is provided by county level government portal website. Conclusion can be draw after analysis and research:First, compared with the data of 2013,those survey samples made progress in 2014, but the still not perfect in the service column, the problem mainly focus on the following aspects:the contents of information is neither cover all aspect nor releasing in time; the respond to government-civilian is neither kind nor timely; the capability of online service is weak, and lots of effort need to be made to achieve the goal of’one-stop’ service; few samples have mobile app or government micro blog. Second, the result of questionnaire shows that people at different age and have different gender, educational background, job or hours of use government portal website tend to have different degree of satisfaction; five research dimensions, namely, efficiency, kindness, reliability, convenience and normative are significant related to satisfaction.
