| So far the"sports law of the People's Republic of China"promulgated in China , as socialist law system component of the sports law system has been taking shape. At present, construction of sports law in China as"Sports Law"to be a guide, including the sports administrative regulation of State Council, local sports regulation, single sports ordinance, etc. In this study, the formulation of Tangshan City sports ordinance as research object, attributable to the formulation of local sports regulation study, to the local legislation category. so in this study, mainly in the local legislation theory as the theoretical basis, actual sports development of Tangshan City as the material basis of society, combined with the existing sports local legislation experience to discuss.During the study, mainly adopts the literature method, the purpose is to provide adequate theoretical basis for study, including legislative theory, the local legislation theory, sports local legislation theory and the modern theory of sports legal governance ; Interview method, on the one hand, include the experts of sports law legislation, sports legal experts, politicians of Tangshan City, mainly for the necessity of study and professional technical problems. On the other hand, visited the office of mass sports, competitive sports, regulation & industry of Tangshan Municipal Bureau of Sports, for the purpose of comprehensive understanding to details of sports development of Tangshan City; Comparison method, the purpose is to have a comparative study about our country's existing local sports regulations, especially sports regulation of larger city, for the purpose of obtain useful experience of sports local legislation; Inductive method, through the literature method and so on, summarized the prominent problems of local legislation, in order to can avoid or try to solve in this study.After lots of real data compilation and theoretical preparation, study on definitions from sports career first of all, and then explains the connotation of sports career in today's society new, studies suggest that our current sports mainly includes three aspects: they are mass sports, competitive sports and sports industry. On the basis of definition the meaning of today's sports career, the paper have analyzed the outstanding results and disadvantages about development of mass sports, competition sports and sports industry, it provides detailed factual basis for research to formulate"Tangshan City Sports Development Ordinance". Secondly, discussed the relationship between modern sports development and the legal governance, suggest that the relationship is mainly shown in two aspects: first, sports legal governance and sports management system reform; Second, sports legal governance and sports career development under the condition of market economy. Again, studied the guidelines and principles of formulation of"Tangshan City Sports Development ordinance", with the Scientific Concept of Development as the guidelines , the principles include that: adhere to the principle of legal unity; Adhere to the principle of the people's sports interests; Adhere to the outstanding local sports development characteristics ; through the right principles ensures correct direction of study. Finally, in guarantee on the basis of correct direction of study, discussed the key issues that can improve the"Tangshan City Sports Development Ordinance "formulating quality, mainly include three aspects: clear local legislative authority and reasonable establishing regulation structure; Prominent local regulations of local characteristics, enhance operability; Determine reasonable regulations of the legal responsibility.Based on theoretical study and the actual development of sports career , completed the draft work of"Tangshan City Sports Development Ordinance"in the study, drafting regulations including general, mass sports, competitive sports and sports industry, legal responsibility of five parts, a total of 50 regulations. With the form of regulation comprehensive summarized the advanced achievements and the problems of needs legal solving in development of tangshan's sports career.Finally, the study concluded that under the premise of general relationship between sports legal governance and development sports career and sports career content, formulate"Tangshan City Sports Development", actual development of sports should be the foundation; Formulate the"Tangshan City Sports Development Ordinance"need to correct guidelines and principle; Formulate the"Tangshan City Sports Development Ordinance"should pay attention to the key problem solving.
