Research On Reform Of Administrative Approval System In Tangshan City Based On “Zhejiang Experience”

As an important means of government control,administrative examination and approval is widely used in economic field,cultural field,public field and so on.With the continuous improvement of the system and mechanism of the socialist market economy in China,the original administrative examination and approval system matching the planned economy has not adapted to the new normal.And the traditional examination and approval system and process have not been able to adapt to the needs of modern development,which has a certain impact on economic development.In the past decade,the central government and local governments have continuously deepened the reform of the administrative examination and approval system to adapt to the new normal of economic development.In December 2016,with “people as the center”,Zhejiang Province took the lead in proposing to implement the “run once at most” reform,which changed the new dimension of government governance.Made the examination and approval simpler,supervision stronger and service better,and created the “Zhejiang experience” of administrative examination and approval system reform.For the reform of administrative examination and approval system,Tangshan is not willing to lag behind.In 2018,Tangshan municipal government thoroughly implemented the spirit of the “19th national congress of the communist party of China”,conscientiously implemented the plan of optimizing the business environment and promoting the reform of examination and approval,issued the work plan of further optimizing the business environment in Tangshan.And listed this work in the “top ten key work”of Tangshan,striving to create the “Tangshan brand”of administrative examination and approval.Taking Tangshan as the main body,using the new public service theory,the whole government theory and the government process reengineering theory as the theoretical basis to study the Tangshan administrative examination and approval system reform.This paper summarizes the current situation,achievements,problems and causes of the reform of the administrative examination and approval system in Tangshan.Constructing the index system of the administrative examination and approval system in Tangshan and Hangzhou.To make it clear that Tangshan's administrative approval system is inadequate in comparison to advanced cities.At the same time,using the method of case analysis,the author analyzes the practical experience of “run at most once” reform in Zhejiang Province from six dimensions: reform course,idea system,examination and approval process,technology construction,power operation and experience effect,to provide reference for the further improvement and development of Tangshan's administrative examination and approval system.Figure 9;Table 14;Reference 63...
