Township civil servants, in the front line of the country’s reform and construction, are the intermediaries between the government and the public. They are not only the recipients of public messages, but also the interpreters of government’s policies. Their work determines the image of the party and government, the dignity of law and social justice, the government administrative efficiency and the level of serving the people. In the process of building the service-and-efficiency-oriented government, the work attitude and efficiency of individual grass-roots civil servants are the most crucial factor. Whether incentives satisfy the needs of junior civil servants and stimulate their motivation effectively will directly affect the outcome of their work.This thesis, with township civil servants in Tangshan as research subjects, explores effective ways to motivate junior civil servants, and promote the establishment and improvement of the civil service incentive mechanism. First, the paper introduces some incentive theories and foreign incentives to civil servants, summarizes the existing research on the incentives to civil servants at home and abroad, explains the research problems and the procedures in this paper, the definition of the research object of this paper, and sorts out the related theories of civil service incentives. Then, the paper conducts an empirical research on incentive measures for grass-roots civil servants in the developed countries and compares them with the civil service incentive mechanism in Tangshan. It investigates the job demands of Tangshan City grass-roots civil servants and finds that the township civil servants have extensive, multipolar job requirements, including material, competition, promotion, leadership competence, etc. but working stability is one of the most important job motives, and that township civil servants of different ages, genders, educational levels have different attitudes to the content and evaluation of incentive measures. It also analyzes the township civil servants incentive status in Tangshan and finds that there are some obsolete ideas in the civil service incentive mechanism and that the incentive measures are too simple. Finally, the thesis puts forward some proposals and measures to optimize the township civil servant incentives in Tangshan on the basis of the existing theories, literature and cultural background. The research in this thesis can provide a theoretical guidance and basis for the incentive policies of township civil servants in Tangshan City and similar cities.
