| Recently,in order to solve the problem of insufficient investment funds in the public domain,the PPP model has been widely used in infrastructure construction,and has played an important role in the construction of affordable housing projects,while further adjusting the balance between supply and demand of public goods,but also reducing local economic risks.However,the laws and regulations related to PPP projects in China are not mature,and there are a series of problems such as long recovery time and high risk in practice,which greatly hinder the application of the PPP model in affordable housing projects.On the academic level,there are many theoretical documents about PPP model and affordable housing in China,but the actual situation of affordable housing at the municipal level and below in the application of PPP model is not discussed.With the problems of PPP model in the development of Tangshan,the development situation of the basic situation of PPP model and example project are summarized,lack of PPP model,deviation of policy understanding,irregular operation process and overlap of government management.The reasons for the above problems are the backward construction of relevant regulations and policies,loopholes in the supervision system,ineffective transformation of government functions,lack of relevant government professional ability,etc.Finally,the optimization countermeasures for the application of PPP mode in the development of affordable housing in Tangshan City are put forward:first,improve the policy and system environment;second,clarify the positioning of government functions;third,build an effective supervision system;and fourth,improve the professional ability of government departments in the PPP field.Literature research methods,case analysis methods and interview methods were used in the analysis on the application of PPP model in the development of affordable housing in Tangshan City. |
