Pre-property management is the initial and basis stage in the whole property management,because of the urgent demands to manage the property at this stage, the law gives the rights to the construction units to choose the property services companies by themselvse,so the construction units have an advantage position in the pre-property stage.The owners'corporation haven't established so the owners at a disadvantage,the construction units easy to against the owner's legal rights and interests. In this thesis,the protection of the rights of the owners in the pre-property management will be discussed.In addition to the introduction and conclusion, the article is divided into four parts:The first part is the analysis of the related concepts of the pre-property management. This section is mainly to discuss the related concepts of the pre-property management,such as the beginning and the ending time of the pre-property,the meaning of the pre-property management,the scale of the owners and so on.To clear the related concepts of the pre-property management is the first premise in the study which is on the rights protection of the owners in the pre-property management.The second part is about the status of the owners in the pre-property management.This part is mainly to discuss what is the status of the owners in the pre-property management,to study on the theory of other countries,and also to propose to analyze the status of the owners in the pre-property with the perspective of the property.The third part is about the main problems in the practise of the pre-property management in our country.In this part I propose some problems in the practise of the pre-property management and research them,for example,there is a implicated relations between the construction units and the property management company,the bidding system in the pre-property management is not normal,the status of the owners in the pre-property stage is disadvantage.The fourth part is about the suggestions to improve the pre-property management.This part is proposes the suggestions from two aspects,one is to limit the membership of the constraction units,the other is to relife the rights of the owners. Through research,I think the protection of the owners is a property issue in the final analysis.In this thesis,I use the system of the separated property ownership,and to use the limit of the membership right particularly,to limit the membership right of the construction units,in order to protect the rights of the ownersin the pre-property management.
