A history of more than 200 years'development of the United States has witnessed the profound influences of immigrants on politics, economy, culture etc. Immigration policy has constituted an important part of the American social development mechanism. The formation of the American immigration policy has been depending heavily on the historical situations, with various motivations from time to time.Traditionally, many scholars at home primarily focus on the evolution of its immigration policy and the influence upon its economic and social development made by it while at broad especially in the United States, they pay less attention to its motivations behind the immigration reform and it is mostly confined into economic and security level. In this thesis, the focus is on the motivation of the immigration reform of the United States under Bush administration. Though there were various and complicated motivations while we come to this question, the chief ones are as follows: Complementing the labor shortage and readjusting the wages and employment rate of natives economically, endeavoring to strengthening the national security and attacking the terrorism internationally, striking a balance between different political groups in view of their conflicts over the immigration issue.The author is not merely to explore the motivations of the immigration reform. More importantly, it is diverse and includes considerations in terms of economy, security and politics concern. The immigration reform is the combined product of the economy, security, politics concern of the US government.
