As the first country which obtained the nuclear monopoly during the Second World War, every administration of United States treated the non-proliferation of nuclear weapons as its one of most important goals in the realm of national security and diplomatic policy. After a brief review of America's non-proliferation policy during the Cold War and Post Cold War period, the thesis places the emphasis on the concerned policy of President Gorge W Bush from 2000 to 2008. The Republican Administration had an extreme tendency of"Neo-Conservatism", and the"Bush doctrine"which put forward after"9·11"Event made a notable impact on America's non-proliferation policy. The Bush Administration adopted a hostile attitude toward the so-called"Rogue States"via realistic high-pressure means and restricted measures to other major powers such as Russia,China and India due to the pragmatic thought; On the other hand, it wasn't only rest assured to its allies because of the constructive view, but also developed and renewed its own nuclear arsenal actively. Those"double standard"as well as selfish practices undermined largely the entire situation of international community's non-proliferation's systems.Facing the chaotic consequence and lots of criticism in the field in his first 4 years, the Bush Administration adjusted the policy to some extent afterward and began to utilize the international regimes advocated by the liberals to tackle with the related problems. Although some effects were achieved, it's still far form being settled once for all. In conclusion at the shift time to welcome the newly-formed Obama Administration, the non-proliferation policy which caters to America's long-term interest should be: to regulate itself and its allies'actions, and worked together with Russia,China to urge those"Rogue States"as well as India to join in and abide by the conduct code of international regimes as soon as possible.
