The Research Of Management Mechanism For Public Emergency In China

With the rapid development of global economy and technology, public emergencies have frequently happened in the world-wide range, while the frequency is on the rise. China, during a period of"economic transformation"and"social transformation", is also suffering from different kinds of emergent public events, for instance, public health incidents, accidents disasters, natural disasters et al. Happenings of significantly emergent public events, such as SARS, bird flu epidemic, Sun Jiawan mine disaster in Liaoning, water contamination in Songhua River, Wenchuan Earthquake, Yushu Earthquake and so on, have been seriously impacted the economic development and social harmony of China.All of these events arouse the China government's awareness of the importance and urgency of establishing and improving emergency management system. However, a swift and efficient mechanism for emergent public events is based on other specific and well-operated mechanisms of emergency management, which are its effective and efficient premises. For example, scientific alarm mechanism, decision-making mechanism and guarantee mechanism, the foundation of confronting public emergency, are used to reduce the loss resulted from the event and maintain the social order at the same time. Compared with the developed countries, the construction of China government's emergency management mechanism is still in a search and early stage, existing lots of problems, which often appear during the implementation process of emergent event management. Therefore, to establish an effective and efficient management mechanism and enhance the ability of dealing with public emergencies have been an important and urgent task for our government.In this dissertation, it summaries some concepts and related theories of emergent public event and management mechanism at the beginning, and then it comprehensively explains the state and problems existed in government's management mechanism. At last, it sums up the experience from both the USA and Russia, and draws lessons from them. At the same time, from the four aspects of establishing and improving of alarm mechanism, decision-making mechanism, Social participation mechanism, guarantee mechanism, it improves the ability of public emergency management mechanism to deal with emergencies.
