At present, China has stepped into an age that all types of emergency public incidents happened frequently, whose damage tends to be a chain reaction and poses an incalculable loss and damage to the society. It is an important function for the government to preserve the public security, however, if it can effectively handle all types of emergency public incidents or not has become an important indicator to measure the government management ability. Therefore, how to handle all types of emergency public incidents timely, effectively and scientifically is one of the major issues that the governments at all levels faced. In addition, the government must furthest minimize the social damage caused by the emergency public incidents and eliminate the adverse effect and maintain the social stabilization.This paper based on the crisis management, emergency management, responsible government and public security management and other theories, then adopts the questionnaires, comparative analysis and case analysis and other research methods in accordance with the research idea of "identify the problem, analyze the problem, solve the problem". Based on a brief definition of emergency public incidents and related concepts, it makes an analysis of the current situation of township basic-level government emergency management in Fuqing city of Fujian province, being clear of the current situation and major types of emergency public incidents that the township basic-level government faced; Also, it focuses on the analysis of the major problems and their causes existing in the emergency public incidents of Fuqing city township basic-level government, and the main issues are to lack the early warning facilities and low warning capacity, lack specialized institutions to deal with the emergency public incidents, lack communication in the management of emergency incidents and a slow response, lack the scientific emergency management plan, emergency management information delay and inaccurate transfer and the ineffective disposal for emergency incidents, etc. However, there are many reasons that result in the above problems, for example, the social development has led to new problems, the early warning system that government deals with the emergency public incidents is not perfect, the conflict between the traditional development concept and the modern development theme, the discordance between the government ecology and social development and contradiction, a low emergency decision-making level, lack the common knowledge of emergency etc; This article also takes the 3-29 typical case in Xincuo town, Fuqing city as an example, and makes an analysis of the management model of Fuqing city township basic-level government to deal with the emergency public incidents; In addition, it summarizes the domestic and foreign government experience, lessons and inspiration that respond to the emergency public incidents; Finally, the territory development characteristics in Fuqing city as a starting point, it makes a clear concept of the basic principles that scientific disposal with the emergency public incidents should adhere to, and puts forward the corresponding recommendations based on the aforementioned issues and causes, including the establishment of a sound early warning system for the emergency public incidents, building the disposal concept of multi-party collaboration management, changing the basic-level cadres’ ideas and enhancing the service awareness, strengthening the media’s capacity and positively learning the advanced experience from home and abroad in order to enhance the management ability and level of government in response to the social emergency public incidents.
