On Improving The Scientific Level Of CPC's Progressiveness Building In New Circumstances

The Fourth Plenary Session of the 17th Central Committee had passed several important resolutions on strengthening and improving party building in the new circumstances. It puts forward new requirements that CPC should improve the scientific level of party building with scientific theories, institutions and methods. Improving the scientific level of party's progressiveness is the fundamental aspect, it directly refers to CPC's existing, developing and coping with new situations in long-term ruling. Now, based on the research and practice respectively from classic Marxist writers and proletarian parties in the world, party's progressiveness of CPC has formed a relatively complete system. But, it still shows a lot of problems in the practice such as the theories-to-actions cannot work efficiently, institutions and its operating system are not so useful, and methods in Party building and educating for maintaining the advanced nature of party members are out of date. These have deadly constrained its development, and improving the scientific level of party's progressiveness is on the way. Therefore, we must study and find out the basic rules and relevant theories, institutions and methods of party's progressiveness building with scientific attitudes, innovative spirits and developing thoughts, then to research new situations, solve new problems and create new experience. Specifically, it means that we have to focus on the scientific theories, institutions and methods based on the conclusion of research and experience of proletarian parties'progressiveness building, and then to figure out its inherent rule to realize three functions. First, study the nature of party members, function foundation theories and party culture building, and also how they can help condense and guide the hegemonic ideology. Second, make a deep research of both the institution system of decision, incentive and supervision and old or new methods that have been proved correct or scientific to reach the goal of democratization, legalization and efficiency. Third, explore the innovation ability of theory-studying, policy-making and member's practice to make sure the party is always holding an innovation spirit and a truth for serving the people. So that, we can solve the problems that had been mentioned before, and totally improve the scientific level of the party's progressiveness building to lay good foundation for party building and national construction.
