Abstract/Summary:
As for the global climate change, the attention from the international level has been put onto building a system to reduce the climate change from the scientific study and recognition. Up to today, Untied Nations Framework Convention on Climate Change/UNFCCC, Kyoto Protocol, Bali Road Map, The Copenhagen Accord and Cancun Agreement have been signed and come into effect. They are the platforms for the cooperation on international climate change, well being the fruits to these co operations. The processes achieving these are also the road of cooperation. However, the state actors are reasonably supposed, and in fact, to achieve the collectivity interests all states will not take a coincident action. Since climate change saving is non-excludable, nations those stand aside can enjoy the fruits other countries contribute, so, Supply-Shortage and Free Rider can not be avoided, leaving climate change cooperation in hot water with many system problems. So this paper tried its best to absorb and rearrange the harvests from home and aboard academicians, well taking game theory and cost-benefit into my perspective. It is a deep and overall study on international environment cooperation. At first, this paper reveals the rootstock of global climate cooperation by asking why our climate is changing. First, how the international climate cooperation is formed and developed and second the game theory of state interests in the climate negotiations is discovered. Following, presented the essence to the theory in international climate negotiations. Analyzed 6 basic modes including:time/quantity/benefit distribution/democracy and policy which affecting the result of cooperation. In the course of climate negotiation, the conflicts among developed countries, developed and developing countries, developing countries are growing from irreconcilable to worse. And there is only one way out:set up a working system for greenhouse gases emission and perfect it when necessary. And then, cost-benefit analysis from economic is employed to analyze the construction negotiation of international treaty, fulfill system, carrying out moment inland and presented the cost-benefit process values. Prompt and discipline systems should be created to reduce cost, urging all states to carry out the regulations and good results will be seen。Finally, pay attention to the main countries' policy and is legislation through history review and comparison analysis to protect China's national interests and promote international climate cooperation.
