With the development of civil society and the appearance of global revolution of association, more and more nations pay their attention and place their new hope on civil society organizations. Realizing citizen self-government, cultivating social organizations and developing basic-level democracy are the foundation of constructing a socialist society politically civilized. And they are important requirements to build a harmonious society. It is a period of important strategic opportunities for economic and social development, and also for social organizations development. Under the impetus of the growing civil society awareness, social organizations that representatives of social groups, enterprises run by the local people and foundations are well on the way, and widely participate in different social sectors such as economy, politics, culture and others. The government has shown its support and encourages and provided guidance positively in several major documents and reports. However institutional system is still incomplete, showing somewhat of transitivity. Institutional improvement should be strengthened, standardized and guided.Under the idea of institutional innovation, and with social organizations in Tianjin as the research object, this thesis analyzed the institutional conditions for the development of social organizations in macro, middle and micro levels. In the macro-level, it refers to institutional and cultural constructing; in the middle-level, it refers to building the field where the government and social organizations exist; in the micro-level, it refers to the reconstruction and creation of social organization itself. Based on the in-depth analysis, this thesis proposed recommendations for the development of social organization from the perspective of strengthening and improving the institutional construction.
