Research On The Government Behavior In The Process Of Converting Cropland To Forest

As a government behavior, the process of converting cropland to forest is not only complicated ecosystem engineering but also a public welfare undertaking which has the characteristics of public commodity. Public Choice Theory is one of the western economics theories established by public choice school and developed in the 1950s, it is an interdisciplinary between economics and politics which is used in logic and method of economics, analysis the process of collective decision-making, made economics theory explanation which is different from traditional political process. All of these days, Our country executes planned economic system which efficiency is low, products are scarce, service dislocation, this kind of situation is also outstanding in the process of converting cropland to forest ,so the converting cropland to forest projects will accept public choice theory of the guidance.This paper tries to solve the problem that analysis the reason in the process of government in farmland deviant behavior appears from the perspective of public choice theory, get the new theory, and issue government action to explore such as inefficient in the process of converting cropland to forest in the new political perspective of economics, enriched the contents of the government behavior, has a certain significance for other government behavior researches. This paper first takes converting cropland to forest in Inner Mongolia project for example, then analysis of the existing problems cropland conversion of government in deep, for example, the government impels a single standard of farmland in the cropland conversion, the converting cropland to forest region arrangement of Government is not reasonable, government subsidies to the policy of farmers are not in time, ecological benefits and economic benefits don't balance, etc, analysis the reason of the issue, namely, government policy reasons such as low efficiency, low efficiency government behavior, the rent-seeking behavior of government officials, unknown property rights forest land etc. In the meanwhile, on the basis of analysis of the realistic environment, try to reference the Public Choice Theory, put forward some countermeasures, such as establish a stable and perfect project management long-term policy mechanism, government balances the rational layout, establishes the legal supervision mechanism, improves farmers' disposition of zoology forest to perfect the government role in farmland.By using literature study, example analysis method in the process of Inner Mongolia farmland government behavior bias performance, causes and countermeasures study in the paper, it has very important practical significance to Inner Mongolia cropland conversion for the smooth implementation of the local government, improving the efficiency of Inner Mongolia. In the meanwhile, the behavioral research of Inner Mongolia government in the process of farmland provides the significance of the behavior of other government department in research.
