The Party committees and government Civil Servants who will directly implement the policies of the Party and country, as an important component of national human resources are the most basic level of public servants,. Therefore, in the responsibilities of civil service of the "inverted triangle " system, strengthen grassroots civil service management is necessary. Relevantly, the core of civil service management system is the performance appraisal system. From legislation case in the developed countries, on one hand, administrative performance extensively absorbed staff examination methods in enterpriseon, on the other hand, it has unique feature, that is, as producing a single assessment standards and quantitative performance assessment system of the enterprise are different, administrative examination shall reflect various value of the administrative law.In this paper, the nature and characteristics of performance assessment of civil servant's in party and government organs and the methods and techniques for system construction have been comprehensively investigated and analyzed, based on survey and analysis of performance assessment system, operation status and existing problems of civil servant's in ZhengYang county party and government organs, referenced the enterprise performance assessment techniques and methods, combined with the county party and government organs civil servants actual situation, applicated theories of management and administrative law of organizational behavior and human resource management, adopted theoretical analysis and empirical analysis, combined quantitative analysis and qualitative analysis and other methods. Shortages and reasons of the existing system have been presented in this paper and juvenility suggestions to solve relevant problems in performanc evaluation have been put forward,according to the corresponding theories.
