Civil Servant's professional attribute decides its competncy model, therefore is constructingthe Civil Servant competncy model to have to consider Civil Servant's political competncy andtechnical competncy completely. This article attempts to construct the primary Civil Servantcompetncy model from the theoretical and diagnosis angles, infer competncy modeltheoretically, gather and analyzes the data from the questionnaire survey, examinate the modeldiagnosisly and optimize it finally.The full article has four parts. there are introduction, competncy theory, competncymodeling and conclusion.The introduction introductes the structure of this article, guides the study. First, descripesresearch background from social, theory and topic angles; Second, analyzes the value of thestudy under this background; Third, summarizes the literature, know the present domestic andforeign study situation and the development direction; Forth, analyzes the logic of study; Fifth,determines the frame of the article; Finally, define the term.Competncy theory introduces the theory correlating competncy model. First, summarizesthe concept and characteristic of competency; Second, analyzes the type and level ofcompetency; Third, introduces the factor of competency and the competncy dictionary; Finally,discuss competncy model and its actual function.Competncy modeling is paper key point of the article, constructs the model specifically, andhas theoretical modeling, diagnosis confirmation and revision three parts. First, constructs modeltheoretically, clears about the mentality, classifies the angle of the view, definites the step ofmodeling, analyzes partly, builds compentcy model initially; Second, confirmates diagnosisly,chooses the way of the research, designs the logic of the research, gathers materia, analyzesdata, confirmates model; Finally, revises the model, compares the way, adjusts the frame,definites the structure, revises the factor, forms the outcome.Conclusion supplements Competncy modeling. First, compares the competency model withthe bechmarking; Second, analyzes the overall research process; Third, summarizes thesignificance of the study; Forth, discusses the application of competency model; Fifth, proposesthe operation manual; Finally, puts forward the forecast of study.
