In order to meet the urgent needs of the reform of administrative system and the transformation of government functions,and strengthen the construction of civil servants,The Party and the government attach great importance to the training of civil servants,and constantly increase the training intensity of different levels.As one of the important steps of civil servant training,the evaluation of civil servant training effect is a necessary means to test the training effect.It plays a decisive role in pushing the overall improvement of the quality and efficiency of civil servant training.Although civil service training has shown a good momentum of development as a whole in China,there are still some problems restricting the healthy development of civil service training,among which the weak evaluation of training effectiveness is one of the more serious and difficult problems.This paper takes the evaluation system of civil servant training effect as the research theme.Firstly,it introduces the background,significance,method and ideas of the research,and summarizes the literature at home and abroad.This paper explains the relevant concepts,theories and models of the effectiveness evaluation of civil servant training,and lays a theoretical foundation for the later research.Secondly,on the basis of a brief introduction to the general situation of the evaluation of civil servant training effect,this paper mainly takes some civil servants trained in the former Shaanxi Academy of Governance as the research object,and adopts the methods of questionnaire survey and in-depth interview to discuss the existing problems in the evaluation system,such as backward evaluation concept,single evaluation subject,shallow evaluation content,simple evaluation methods and improper application of evaluation results.Then,from the four perspectives of system,organization,resources and technology,the main reasons for the problems in the evaluation system of the training effectiveness of civil servants are analyzed.Based on the comparative study of the practice of civil servant training evaluation at home and abroad,the paper gives some suggestions on how to optimize the evaluation system of civil servant training effects from the aspects of renewing the evaluation concept,establishing evaluation model,forming diversified evaluation subjects,optimizing evaluation indicator elements,adopting scientific evaluation methods and strengthening the application of evaluation results.some safeguard measures on how to perfect the evaluation of civil servant training effects are proposed in the forms of improving related evaluation system,strengthening the organizational guarantee,optimizing the resource allocation,and building the technical platform,so as to optimize the evaluation system of civil servant training effect.
