In comparison with western countries, our Government Performance Evaluation system is low-level and less developed, still in"primitive handicraft period". A later beginning could be one of the reasons contributing to the result. However, what we conclude is: we lack the feed back system of civil servants that matches the development of the market economy and demands of government performance valuation. Therefore, it is difficult to form high-calibre civil servant teams to make high-level performance, let alone advancing the development of government performance management and evaluation.At present, under the thumb of our government performance management and practice, we should not and could not conduct detail research and make immediate solutions. Meanwhile, we could not make our own system of performance survey, control and report either. By contract, western countries have integrated their government performance information into policy managing process by scientific performance measuring system. As a result, this paper started with current situation of China. After analyzing practice level, main methods and important experience of government performance evaluation and comparing China and western countries in these aspects, we support our conclusion above. Then, we suggest that we should develop our own feed back system of government civil servant performance. On one hand, we give the detailed relationship among"performance evaluation","civil servants'quality"and"feed back system". On the other hand, we insist that the"feed back system"should go first, which is also the basic of our topic and this paper relies on.
