The handling of emergencies is a criterion that can totally examine and integratively evaluate the management capacity and effectiveness of a government, and is an important aspect for weighing and reflecting government capacity. It is not only a strategic assignment of government, but an significant component of daily management as well. City emergency management, based on the fine emergency preparedness and rapid response capacity, aims at avoiding possible emergencies and minimizing the influence of the inevitable emergencies without exact time. Due to the relatively low level of urbanization, small and medium-sized cities need to more correctly understand the complexity and diversity of government's handling of city emergencies and to response from early warning, disaster relief, evacuation and guidance, reconstruction and other sections and by arranging public finance and resource allocation so as to solve the problems of city emergency response and management emerged from the institutional system.This thesis deeply explores the fundamental category, the categories and levels of emergency management of small and medium-sized cities, and the disaster tokens and their causes. From the stationary perspective we analyze the construction of emergency management mechanism of small and medium-sized cities, and conclude that the most important choice when facing various emergencies is that we should build permanent department of emergencies, formulate related laws and regulations and improve pre-plan system to enhance the emergency management capability of government. The emergency management mechanism of small and medium-sized cities proposed include prevention and preparation, monitoring and early warning, information reporting, decision-making command, crisis communication, social mobilization, restoration and reconstruction, survey and assessment, emergency security and so on. Finally, the author conducts an empirical research on the status quo of emergency management in Yongcheng city, Henan province, taking the Yongcheng storm disaster as a case, and puts forward the countermeasures and proposals for improving the emergency management of Yongcheng from four aspects.
