Research On Russian Emergency Management System

There are emergencies. There are disasters. And there are catastrophes. Changing weather patterns and the threat of major earthquakes, terrorist attacks and pandemics may threaten the health and safety of tens or hundreds of thousands of people for weeks and months at a time. Any decision plays a critical role in preparing for and responding to a major emergency, so governments need to be prepared.My research focused on Russian emergency management structure, analysis is done with 6 parts. Part 1 introduces the major problems of the emergency management all over the world, changes of security conception after the Cold war, Russian emergency management experience useful for other countries; it also describes the research methods applied for my thesis. Part 2 depicts brief introduction of Russia country profile, including Russian geographical, social, economical description. Part 3 acquaints us with Russian emergency management system along with its legal system, planning system, strategic structure, executive institutions, local government emergency management agencies and system, emergency management responsibilities and assignments, mobilization system, information system. Part 4 reflects the analysis of emergency cases like anti-terrorism, emergency disaster relief. Part 5 sums up Russia's emergency management system weak points and improvement based on its experience.Governments all over the world continue to work on behalf of emergency managers to educate decision makers at all levels about the importance of investing in a sound emergency management program.Emergency management is the most promising way to effectively deal with the ever-changing landscape with which we need to contend. In this era of homeland security and high profile anti-terrorism activity, it's important to remember that much of the basic planning work has already been addressed via the national security concept. The people of the world deserve an emergency management system that performs to the highest standards.
