The Research On The Legal Safeguard Of Internet Information Involving National Security

With the rapid development of internet, information security assurance has become key to national security in the information era. After entering Internet age ,the macroeconomic environment and legal environment of intermet information development have become the primary indicators of internet information security.Therefore,building the interner information security which is protected by law as the core has become the consensus of the world. As a protective screen for a sovereign state in the internet age, a sound information security assurance system is a main means for maintaining its own interests. Therefore it is especially urgentfor us to strengthen the building of China's information security system.As far as China's present situation is concerned, a strengthened study on internet information security concerning national security will not only improve our awareness of the importance of information security but also enhance the country's information security assurance and better safeguard its security.Experts at home and abroad have conducted extensive study on the legislation concerning administration of internet information security. But there is a lack of works with detailed and practical proposals intended for improving legislation on internet information security and its assuring mechanism, so it is necessary for us to do research in this regard. Through a study of the basic problems concerning internet information security, the concepts of internet information security and internet information security involving national security are defined and distinguished. he scope of internet information involving national security is defined, the threats to internet information security are listed, the connotation of a new national security concept is elaborated and the problems existing in China's information security system are analyzed. Based on a study of the problems in China's existing laws and regulations on internet information security, suggestions for improving the country's legislation on internet information security and ideas for forming China's information security strategy are put forward.Internet information security system is more than a technical and social administration issue, and it has to be a socially integrated system. Only when we set information security as a basic state policy, define the strategic goal of information security, establish and improve the early-warning mechanism and prevention mechanisms on information risks and administration mechanism on information security, Step up efforts on R&D of key and core technologies of information security and on legislation and standardization concerning information security, improve the training, introduction and using of information security technicians, establish a new information security system with Chinese characteristics that conforms to the international rules ,can we ensure the overall security of our country's internet information and national security.
