Prevention of vehicle accidents to protect the traffic safety is a social problem of world concerns.The good management of the military vehicle safety, prevention and reduction the accident are also the important parts of the military modern construction. Each level of the vehicle management department pays high attention on this.This thesis is based on risk analysis in the military vehicle management. The behindhand management, the low technology content in the management, the less prominent prevention theme and the not strict monitor may be improved. First, we determine the best risk identification method: rating holographic modeling method through comparing the advantage and disadvantage of various risk identification methods then establishing the rating holographic model and analysis the risk of the military vehicles. Second, introduce the frame method of risk management RFEM. Through eight steps and four filtrations we find the most essential risk factor and control them. Revision and feedback of the results based on the concrete risk management plan and the implementation situation comparison the analysis. The risk identification model tends to improved, the risk management processes be accurate and the risk response be more effective. Finally, we get a risk response plan by identification the vehicle risk and the results analysis. The plan is feasible and the implementation of the effect is obvious.Applying the risk management to the military vehicle safety management widen the application area of the risk management in our country as well as rising the theory and technology in the military vehicle management. There is practical value in improving the military vehicle management efficiency and effectiveness.
