Researches On Holographic Management Of The Assets Of Shandong Maritime Safety Administration

In this article, researches on current state and a new mode of management are made for the assets of Shandong Maritime Safety Administration.Administrative assets is an important part of State-owned assets, and management of maritime administrative assets is urgently required for a mode that is applicable to the maritime reality, so as to achieve the optimal assets allocation, reduce assets loss, improve assets use efficiency, and cut down cost of assets usage and maintenance, since maritime safety administrations as one of the state administrative organs in possession of large sized assets with big maintenance cost.For a long time, researches on the assets management, have been made in the theory of designation agent etc. In terms of assets management, different modes from both home and abroad have been established with better results of assets allocation and evaluation which, however, can not directly put into practice,confined to actuality of maritime assets management.This article is intended to incorporate others’experience and introduce at the maritime administration asset management "holographic" concept with a total new set of features in assets management, aided by use of modern information technology, without relying on market and agent designation mechanism. It’s based on the actual practice of assets management of Shandong Maritime Safety Administration.The so-called "holographic" in administrative assets management is just whole information thereof, including any information relevant to all stages regarding the acquisition, allocation, usage and maintenance, and retirement of assets, which, in contrast to the traditional assets management, is indeed a qualitative leap in aspects of management scope, content, time, location, actions, correlation, intercourse and safety.Through the use of modern information technology, all information for assets management can be automatically tracked&analyzed, and provides scientific standards of administrative budget, acquisition, criteria for the allocation, the use and maintenance and criteria for scrapping and disposal, and based on these standards and criteria’s assessment and evaluation can be carried out on rationality and application of administrative assets.The key information of "holographic" administrative assets management contains four features:One is the dynamical expression of changes in the assets. Instead of the traditional "static" asset management, the "dynamic" management is approached to recognize the changes in the whole asset management process. Through statistical analysis of all aspects in the asset management process, a dynamic trend is obtained in all types of information for the assets management.Second is the self standards improvement. All standards of "Holographic" asset management is dynamic, other than static, have instinct perfection capabilities. The statistical trends in changes based on the same type of assets can be used as standards in the assessment of individual performance in assets application, and evaluation criteria can be further optimized, and ultimately allow the standards to be stabilized and improved.The third is the revealed by correlation. The statistical trends regarding the correlations between all aspects of asset management and associated segments of the same in different time, location, can reveal abnormalities change in the field of asset management, and by looking for unusual reasons, problems can be identified and resolved.The fourth is the backtracking and responsibilities identification. The "Holographic" management through a comprehensive record of all involved in the life cycle information to provide accurate information and tackle responsibility issues, and avoid situations with difficult pursuing of responsibility.The "Holographic" asset management theory can be applied to practice with the methods:one change, extension of eight dimension, optimization of two keys and combination of three measures.At the fifth chapter, I validate the kernel mechanism with real data, and analyzed the result.
