The level of administrative efficiency, directly determines the level of China's economic development and social progress, the extent of affecting the level of self-construction of our government, but also fully reflected in the public and social services level. Therefore, improving administrative efficiency and local governments in China to become the focus of contemporary government to do a project, only when local governments to improve administrative efficiency, and in order for our government's administrative efficiency and an overall increase in height. This requires studying and exploring ways to improve the administrative efficiency of local government, only to find a fundamental way, from the roots up to enhance China's local government administrative efficiency. In recent years, China's local governments are also trying to find a variety of ways to improve administrative efficiency, to achieve some success at the same time, there are many, such as government-operated mechanisms are inadequate, the Government has a poor awareness of the effectiveness of civil servants, public servants literacy low, Government performance evaluation system is not perfect and so a major problem. Increase administrative efficiency is the key to human resource management from the government starting in the organizational structure and operating mechanism improved the quality and performance evaluation system for civil servants in various important parts of a fundamental order to boost the government's administrative efficiency improved. Therefore, improving the administrative efficiency of the fundamental, or start from the person, the root cause of human behavior made. This paper discusses the importance of upgrading administrative efficiency, from its source to find the factors affecting the advancement of administrative efficiency, and thus the fundamental way to find a solution. By studying a large number of examples of sums up the local government in China in recent years to improve administrative efficiency and the efforts made in this regard as well as the problems encountered, from the root to find ways to improve administrative efficiency. Will increase the administrative efficiency of local government and administrative theory and human resource management studies combining theoretical research, human resources management from the government perspective, to find the impact of the main factors to enhance administrative efficiency, and thus find a fundamental general ideas and concrete ways. In short, whether from the Government's organizational structure, operating mechanism, or the quality of public servants, the performance evaluation system, such areas should be classified as human resource management in the Government who, on the results of this study can not only enrich the current local government administrative efficiency and theoretical construction, but also for local government in improving the administrative efficiency of the actual work to play a certain role.
